ABSD achievements till date:
Overall achievements
- Signing of 9 performance compacts with different Ministries and agencies - Education, Health, Labour & Human Resources, Works and Human Settlement, Tourism Council of Bhutan, Department of Civil Aviation, Royal University of Bhutan, Information and Communication and Agriculture
- Setting concrete targets on outcomes and assigning individual ownership for each outcome
- Establishment of a Performance Facilitation Unit (PFU) and setting up of an online monitoring and evaluation mechanism supported by PlaMS
Construction:
- Point based system for contractor selection approved – 159 contractors and around two hundred civil servants trained in point based system and contractor classification in more than 3 dzongkhags.

- Executive Order on substitution of FE415 steel with FE500 has been issued by the Standard and Quality Control Authority (SQCA)
- Innovative point based system implemented to strengthen the local construction sector; 182 tenders uploaded and 12 contracts awarded.
- Use of higher quality steel mandated in all government constructions; savings potential of Nu 40-80 mn in the plan period.
- Road contracts consolidated into bigger packages
G2C services:
A 10 member G2C team formed, which would lean 110 important government services by next year
- Sign off on 34 leaned processes
- G2C website launched www.g2c.gov.bt
- Perception survey conducted in collaboration with NSB
- Awareness presentation completed in 7 dzongkhags

Healthcare:
- Hospital operation governance system established in JDWNRH
- Waiting times across assets reduced by 30%
- Emergency Room: 60% reduction in waiting time for consultation and ward admission
- Wards: 70% reduction in waiting for discharge, doubling of patients discharged before 11 am
- OT: 60% reduction in waiting time between surgeries
- OPD: ~30% reduction in waiting time in 11/14 OPDs - Contract awarded to vendor consortium – Procreate, Regal and Equant – for Health Help Center

- School performance management system launched in Thimphu schools
- GNH index and guidelines developed for schools
- Five Teacher HR policies approved by RCSC- career track, recruitment, deployment, professional development and performance management policies

- Tertiary Education Board constituted and first board meeting held
- Registrar for Tertiary Education appointed

- Tourist amenities: Visa online system operational with e-payment
- Tourist amenities: “Negative list” approved, route permit system to be terminated
- Deals signed with 7 international tour operators
- Comprehensive and interactive website designed
- Participation in four major international travel fairs to promote Bhutan as a tourist destination
- Merak and Sakteng opened to tourists
- 119 tourist accommodations star-rated

Vocational education
- 5 competency based curricula - Masonry, Plumbing, Construction Carpentry, Automechanic, Upholstery and Design – developed, published and disseminated to the institutes
- CBT launched from August
- Proposals for 15 private institutes reviewed and recommended for licensing
- Training programs underway in Tourism and ICT
- 39 TVET graduates sent for upskilling in construction in L&T training institutes in Mumbai and Kolkata, India
- OSS (Occupational Skill Standards) developed for priority occupations
- Construction (Mason, Construction carpenter, Plumber, Electrician and Welder)
- Tourism and Hospitality (Housekeeper, Food and beverage associate)
- ICT (Computer operation assistant) - Rating system developed and piloted in 5 TVET institutes
- Increased enrolment by 22% in Technical institutes compared to last year (2009)
- TVET Advisory Board and 3 TVET Management Boards established
