The GNH Commission invites national graduates who have appeared for the Bhutan Civil Service Examinations and who fulfill the minimum eligibility criteria to apply for the following vacancies on contract latest by 1st March, 2019.

Selected graduates will be placed at position level equivalent to P5A.

Starting Basic Pay of Nu.17,495 and 30% Contract Allowance and Applicable Housing Allowance.

An initial contract term of 2 year which may be extended if performance is satisfactory.

 

 

 

A. Minimum Eligibility Criteria B. How to Apply
·         Must have secured a minimum of 55% in the Bhutan Civil Service Main Examinations (total of Written Examinations, Academic achievement and  Viva Voice)

·         Graduates who have appeared for any of the past Bhutan Civil Service Examinations are eligible to apply.

·         Incomplete applications or applications submitted after the deadline will not be considered.

·         BCSE Main Examination Results will be verified with the Exam Unit, RCSC and in case of any discrepancies, the information provided by the Exam Unit, RCSC will be considered final.

·         In-service civil servants are not eligible to apply.

·         Submit to the HR Section, GNH Commission latest by 1st March, 2019 the following three documents only:

o    Completed Application Form and

o    Copy of Citizenship ID Card Copy

o    Submit printed BCSE Results (single page on which your CID/Registration No. and Marks are reflected- Can be downloaded or requested from RCSC Exam-cell)

 

·         Application Form can be downloaded from our web page or requested via email.

·         Applications submitted via fax, email or incomplete applications or applications submitted after the deadline will not be accepted.

·         Please ensure that the CID Copy is clear and legible.

C. Short Listing Criteria D. Final Selection & Placement
·         A minimum of 2 graduates will be shortlisted against each vacancy.

·         Short listing will be based purely on the final marks obtained in the Bhutan Civil Service Examinations, irrespective of year of the examination.

·         In the event, that there are more than 1 graduates who have obtained the same marks in the merit rank at the last place in the short list, all such graduates will be short listed.

·         Short listed graduates will be called for Selection Interview, the dates for which will be announced.

·         Final selection of graduates will be based on 50% weight on the marks obtained in the Selection Interview and 50% weight on marks of the Bhutan Civil Service Examinations.

·         Placement of selected graduates against the available vacancies will be based on the merit rank

·         In the event that a selected graduate declines to accept the position, it will be offered to the next graduate on the merit rank.

Terms of Reference for Contract Staff to Assist the Management of the 12th FYP Government of India (GoI) financed Project Tied Assistance (PTA) and Small Development Projects (SDP)

 Specific Tasks:

  1. Effectively liaise with the Sectors and LGs and GNHCS on issues and information related to PTA/SDP projects;
  2. Monitor the overall PTA and SDP projects in accordance with the approved annual work plan, budget and procedures;
  • Ensure follow-up on fund disbursement, incorporation, release and fund balance;
  1. Ensure follow-up on the recommendations of the Plan Talks, SDP Committee and Project Monitoring Committee;
  2. Compile and submit quarterly physical and financial reports, semi-annual progress report and annual progress report to the GNHCS;
  3. Follow-up and ensure timely conduct of annual audit of PTA/SDP projects;
  • Ensure follow-up on the observations of the audit reports of PTA/SDP projects;
  • Participate in PTA PSC and PMC meetings for those PCOs stationed in Thimphu (MCOs in the Dzongkhags and Thromdes need not attend these meetings);
  1. Ensure rigorous and regular/timely monitoring and review of the PTA and SDP projects including visit to project sites on a regular basis;
  2. Report constraints, problems and bottlenecks encountered/likely to be encountered by the PTA and SDP projects that would impede its progress to GNHCS and relevant Sectoral agencies and managers and ensure speedy remedies and solutions. Also ensure timely and quality completion of projects.
  3. Maintain up-to-date records and information of project finances and expenditures, and status of physical progress of projects;
  • MCOs in the Dzongkhags and Thromdes shall assist the Dzongkhag Planning Officers (DPOs) and Thromde Planning Officers (TPOs)in the formulation of SDP proposals and ensure timely submission of proposals to GNHCS for processing approvals as per the criteria and requirements of GoI and RGoB system;
  • MCOs in the Dzongkhags and Thromdes shall assist DPOs and TPOs to ensure smooth, timely and quality implementation and completion of SDPs as per the criteria and requirements of GoI and RGoB system;
  • MCOs in the Dzongkhags and Thromdes shall assist DPOs and TPOs to carry out assessment and follow all other procedures of SDPs which are completed, and then prepare and submit assessment reports to GNHCS as per the criteria and requirements of GoI and RGoB system;
  1. Any other assignment as may be assigned by GNHCS ( MCOs in the Dzongkhags and Thromdes shall carry out any other assignment as may be assigned by GNHCS, Dzongkhag administrations and Thromde administrations respectively).
